Citing a lack of active retirement communities in the Hampton Roads region, leaders from Volder Consulting first proposed the creation of a unique, resort-style retirement community in 2000. Located next to historic Fort Norfolk, groundbreaking on the Harbor’s Edge Harbor Tower took place in 2004. In a record-breaking nine weeks, all available residences were sold. Charter members moved into the Tower in August 2006. The River Tower expansion opened with equal fanfare in 2021.
